Andrew & Co can demonstrate a strong level of expertise in the public sector. Through John Davidson, a solicitor who was previously Head of Legal Services at Lincoln City Council, with over 30 years experience in the public sector; and Annette Wood, a solicitor who previously worked for the Lincolnshire Police Authority and Lincolnshire County Council.

John and Annette are accustomed to working as a team, as they already jointly provide services to the Lincolnshire Police Authority.

John is a member of the firm’s commercial property team and Annette is a member of the employment and dispute resolution team. Both teams operate within the firm’s commercial client team.

John Davidson was admitted as a solicitor in 1973 and joined Andrew & Co from the Local Government in 2004. He has wide experience of town and country planning having been the principal advisor to his former Authority’s Planning and Development Control Committees, and having carried out the majority of the Authority’s planning related legal work for more than 20 years. His experience includes:-

  • Acting both as advocate and instructing solicitor at public enquiries, including appeals and local plan enquiries. • listed buildings and conservation areas.
  • advertisement control.
  • tree preservation.
  • enforcement notices and appeals.
  • prosecutions.
  • Section 106 obligations and Section 278 agreements.
  • Enquires undertaken include major residential, retail and other commercial proposals.

John has drafted and negotiated planning obligation agreements covering a broad range of circumstances and types of development, again including major residential, retail and commercial property developments. He is fully conversant with all types of enforcement at all stages of the relevant procedures including initial advice, issue of the appropriate notice, conduct of and/or advice on any resultant appeal and prosecution where necessary.

Annette was admitted in October 2001, having previously qualified as a Fellow of the Institute of Legal Executives.

She worked in local government (Lincolnshire County Council) as a Legal Assistant, Legal Executive and latterly Senior Legal Executive between 1978 and 1995. She subsequently worked within the Police Service and in private practice, joining Andrew & Co in May 2003.

Whilst working for LCC Annette undertook a full range of local government legal work, including involvement in public inquiries relevant to compulsory purchase schemes and mineral extraction and drafting planning enforcement and stop notices. Related work included environmental prosecutions on behalf of the waste regulation authority and judicial reviews, including a landmark case on the lawfulness of eviction orders obtained under the Criminal Justice and Public Order Act 1994.

Whilst in private practice she has provided advice to private clients on a range of planning issues, including potential breaches of planning conditions and enforceability having appeared in the High Court, County Court, Magistrates Court and Employment Tribunal.
